it is a powerful message to the afghan people and to the taliban. it's a powerful message to the region. and all of that augurs well. this is not in northeast asia where we need to keep large, standing conventional formations to be ready to react to an invasion. these are forces that will be continue the upward professional as asian we of been working with for some time and ultimately we will have to foot -- it will lead to full fighting seasons under its belt. with regard to the coalition, from the moment i arrived, it was clear to me the coalition was the center of gravity for the campaign. while there are 50 nations that have contributed troops in some form or another, there are many other nations that are not necessarily members who have made enormous contributions to our outcome. the casetributions in of japan or korea have been very important contributions to development, very important contributions to police development. very important contributions to literacy. all of which are very essential over the long term in particular for the police.

helmand,how month -- it is infested with taliban. there are strategies to maintain maximum policy impact for minimum resources. that is what asymmetric warfare is all about. note the recent attacks. the usefulness, in that context, of assessment of current security trends for predicting outcome is questionable. as for residual u.s. troops, i am not sure that 10,000 would make much more of an impact on security and stability in afghanistan than zero. my reading of the signals in this town is that zero is a pretty likely bet. and to be honest, in the absence of a policy framework within which the commitment and sacrifice would make sense, i am finding it difficult to argue with that. so, how to get 20 without leaving a black hole behind? how to get 20 responsibly, preserving some possibility for regional stability? here is my recommendation. do not look for security structures amidst political meltdown. is not to unravel focus on military technicalities. it is to take a different approach to the political context. a single negotiating

frankly, during the clinton period, we did not recognize the taliban for that reason. the question is, how to make sure that as we move forward, the rights of women are protected. i would hope that would be part of what the discussion is about. there have been advances made in that area and i do not think we can solve the problem in afghanistan by giving up on the rights of women. that would be my view. afghanistan is one of the most difficult issues in terms of its longevity. a little bit of this idea that trying to sort out who the players are. decisions about how much time to spend with the taliban, what to do, and how to make sure that country has some kind of regular structure. i am trying to avoid saying that if the previous administration paid more attention to this, instead of going into iraq, we need not be in this position, but i will not say that. it was my first trip to afghanistan shortly after the fall of the taliban. as you know, under the taliban government, little girls weren't allowed to go to school or taught to read and there are penalties for those in privacy and secret to teach them to read. i never been more proud of our government because one of the things the u.s. aid department did was set up reading programs for these little girls, many of them now 13-15, never in their life had a chance to read. i went into this room and it was very crowded and smelly because there was not much running water in afghanistan at the time and was very dirty but here these little girls were learning -- these young women were learning to read and i -- we talked with them through a translator and one of them told me one day when they learned to read, she wanted to write a book. i was at the time writing my book and i said well, is there something i could say on your behalf in my book until you get around to writing yours? and her answer through the translator was immediate. and she said, women should be free
